LUKE ENLISTED SPOUSES CLUB
LUKE AIR FORCE BASE, ARIZONA

ARTICLE 1 - NAME AND PURPOSE

The name of this organization shall be the Luke Enlisted Spouses’ Club, hereinafter referred to as the “Luke Enlisted Spouses Club” or “LESC.” The purpose of the LESC shall be to support its members through social, cultural, educational, and charitable activities.

ARTICLE 2 - OBJECTIVE

  1. The purpose of the LESC is to promote, within its resources, interesting social, cultural, and educational activities for its members, and to promote in every way possible, the welfare of the members, their families, our community and surrounding communities.
  2. The LESC is organized and operated exclusively for educational, social, cultural, welfare and other non-profit purposes.
  3. The LESC is a private, non-profit organization established pursuant to the provisions of the current USAF regulations governing private organization.

ARTICLE 3 - MEMBERSHIP

  1. Active Members:
    1. Spouses of military enlisted personnel of the United States Armed Forces on active duty assigned or attached to Luke Air Force Base or the greater Phoenix area.
    2. Spouses of military enlisted personnel of the United States Armed Forces on active duty who are not in the geographical area.
    3. Spouses of military enlisted personnel of the United States Reserves or the National Guard assigned or attached to Luke Air Force Base or the greater Phoenix area.
  2. Associate Members:
    1. Spouses of military enlisted personnel of the United States military services on the retired list with pay.
    2. Spouses of deceased enlisted personnel of the Unites States military services who have not remarried.
  3. Special Members: Spouses of International enlisted personnel assigned to Luke Air Force Base or the greater Phoenix area.
  4. Student Member: Spouses of active duty members in training at Luke Air Force Base not to exceed 6 months.
  5. Social Members:
    1. Spouses of Department of Defense (DOD) employees, active or retired, whose spouses are GS06 and below.
    2. Female DOD Employees, active or retired, who are GS06 and below.
  6. Honorary Members: Dues will not be assessed to honorary members. They shall enjoy all the rights and privileges of active members with the exception of voting and holding an elected or appointed office. The LESC may extend Honorary Membership as determined by the Honorary President and President.
  7. Membership Termination: Membership may be denied or withdrawn from a member of the LESC under such conditions as prescribed by the Board, provided such conditions are nondiscriminatory according to race, creed, sex, or national origin. Membership in the LESC may be terminated at any time at the request of the member. Request shall be submitted to the Membership Chairperson. Dues are not refundable.
  8. Special Considerations: Persons eligible for membership may attend two functions without joining LESC.

ARTICLE 4 - OFFICERS AND GOVERNING BODY

  1. Officers:
    1. Honorary President / Advisors
      1. The spouse of the Commanding General shall be asked to be the Honorary President of the association. If unavailable, the Commanding General’s Spouse representative shall be asked to serve.
      2. Honorary President has no voting privileges.
      3. Honorary Advisors are appointed at the discretion of the Honorary President and shall serve, with their consent, as advisors.
      4. Advisors will be able to vote in regular membership meetings.
    2. Elected: The elected officers shall be the President, Vice President, Secretary, and Treasurer and are elected for a 1-year term by a majority vote as stated in the Bylaws. The officers are responsible to account for the assets at the end of their respective terms and employ sound financial and operational management.
    3. Appointed: The President shall appoint the Parliamentarian.
  2. Governing Body:
    1. The Governing Body shall consist of members of the LESC.
    2. Executive Board: The Executive Board consists of the Officers and the Committee Chairs.
      1. Honorary Officers shall only serve as advisors to the Executive Board.
      2. The Committee Chairs consist of the chairs of the standing committees as stated in the Bylaws.
      3. The President shall appoint Committee Chairs.

ARTICLE 5 – METHODS OF FINANCING

  1. Income shall consist of the Operating Fund and the Welfare Fund.
    1. The Operating Fund consists of annual dues.
    2. The Welfare Fund consists of money made from the welfare fund raisers.
  2. The Board shall present an annual budget to the membership for vote after having been posted.
  3. The Board shall require an audit to be taken at the end of term or office or at any time there is a change in the office of Treasurer.

ARTICLE 6 – MEETINGS AND QUORUMS

  1. Meetings:
    1. Meetings of the LESC shall be governed by ROBERT’S RULES OF ORDER REVISED, and held in accordance with the LESC Bylaws.
    2. Meetings of the Executive Board shall:
      1. The President may call a Special Executive Board Meeting at any time.
      2. The President may ask for a letter of resignation from a voting Board Member or Parliamentarian if the member or his/her Co-chair misses three consecutive Board Meetings.
  2. Quorum:
    1. Those Active, Associate, and Special Members present shall constitute a quorum for the regular and special business meetings of the Enlisted Club.
    2. A majority of the voting members of the Executive Board shall constitute a quorum for the transaction of its business.

ARTICLE 7 - ADOPTION AND AMENDMENTS

  1. Review: The Constitution and the Bylaws shall be reviewed once a year, or as deemed necessary.
  2. Amendments:
    1. Amendments may be considered at any time when submitted by a member, in writing and signed, at least two (2) weeks prior to any board meeting.
    2. Changes shall become effective when approved by the installation commander or his/her designee.

ARTICLE 8 – DISSOLUTION

In case of dissolution of the organization, funds in the treasury at the time will be used to satisfy any outstanding debts, liabilities, or obligations. The balance of the assets will be disposed of as determined by the membership and applicable Air Force instructions.

ARTICLE 9 – INSURANCE

The LESC is required to secure and maintain adequate insurance in accordance with AFI 34-223.
